
The Rules of the Captain’s Committee are made to comply with the Articles of Association of Guildford Golf Club Limited (GGC), and to promote to the game of golf and fellowship between the Lifestyle Members of GGC.
Purpose & Function
1. The Captain’s Committee is responsible for the overall conduct of all GGC Lifestyle members, and the organisation of golf and social events.
2. The Captain’s Committee will provide written minutes from every meeting as a report to the Board of Directors on their activities.
3. Decisions made by the Captain’s Committee may require approval and ratification by the subsequent Board meeting of the Directors GGC.
4. The Handicap & Competitions Committee is an independent Sub-Committee of the Captain’s Committee acting within the rules of World Handicap System as administered by England Golf and keeping a complete record of their decisions.
5. The Captain’s Committee will regulate its own procedures and may appoint additional Sub-Committees to assist in the delivery of their listed powers and duties.
6. Any additional Sub-Committee must elect a Chair who is already a member of the Captain’s Committee.
Representation & election of Captain’s Committee members
7. The Captain’s Committee shall consist of the:
a. Club Captain.
b. Club Vice Captain.
c. Director of Golf.
d. Club Secretary.
e. Chair of the Handicap & Competitions Sub-Committee.
f. (up to) four Lifestyle Members.
8. Members of the Captain’s Committee will be elected for a term of up to 3 years and voted in at the annual AGM. If a voted member resigns from the Committee, the Committee may appoint another Lifestyle Member to take their position until the next AGM where a new vote will be taken.
9. The Captain’s Committee must be respectful of the views of all Lifestyle Members and must have representation from both gender groups and across the age demographic of the playing members within the Committee.
10. Individual members of the Captain’s Committee to be identified as representatives for the Ladies & Savants section & for leading on Social events.
11. The Club Captain & Vice Captain shall be elected in accordance with the provisions of GGC Articles of Association.
12. GGC Board Directors, with the exceptions of the Club Captain and Club Vice Captain may not serve on the Captain’s Committee.
Organisation of the Captain’s Committee meetings
13. Meetings require a minimum of five of its members to be present to form a quorum.
14. Committee members each have one vote, and there is no casting vote.
15. A Chair is elected at the first meeting of the Captain’s Committee in the new calendar year. The Chair may be the Club Captain but if they do not wish to take the position of Chair one is to be elected from the other members of the Captains Committee with a vote if required.

16. At the first meeting the Captain’s Committee shall also elect a Secretary for the purpose of taking written minutes, The Secretary may be the Club Vice Captain but if they do not wish to take the position, one is to be elected from the other members with a vote if required.
17. In the absence of the Chair or Secretary at a meeting, temporary replacements will be appointed from amongst those members present.
18. Meetings are to be held once per month, closely preceding the date of the next Directors Board meeting.
19. Every meeting is to follow a standing agenda agreed at the first meeting of the calendar year. The agenda to likely to include:
a. a review of previous meeting minutes.
b. report from Competitions & Handicaps Committee.
c. reports from any additional Sub-Committees.
d. reports from the representatives for:
i. Social events.
ii. Ladies section.
iii. Savants section.
iv. Juniors section (see point 23).
e. communications from members.
f. any other business.
20. Additional meetings of the Captain’s Committee may be called at any time at the request of the Club Captain.
21. The written minutes of each meeting are to be produced in a timely manner after every meeting, and in advance of the Board meeting.
Powers and duties of the Captain’s Committee
22. To organise competitions and matches for Junior members through the activities of the Junior Organiser. The Junior Organiser is to submit a report each month to the Captain’s Committee, including an update on arrangements for future matches & competitions.
23. To be aware of decisions made by the Competition & Handicaps Committee on playing handicaps of members.
24. To control the starting tee times and the arrangements for the booking of those tee times, including tee times for competitions and matches.
25. To arrange and organise social functions for GGC members and their invited guests.
26. To review at each meeting any members communications received regarding the functioning of the club, behaviour of members, competitions and opinions relating to the condition of the course & GGC facilities.
27. To add, amend or rescind any temporary or permanent Local Rules, as permitted by the Rules of Golf.
28. To suspend membership rights and privileges of any member for a period not exceeding 12 months in accordance with the England Golf guidance on expulsion process for golf clubs. A copy of the guidance can be found in the Club Information documents.
